The development of the education sector is the basis for economic development.
It is known that the development of society and the future of the country as a whole depends on the state of the education sector. Today, the Government of the Republic of Tajikistan, headed by the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, considers science and education as strategic resources for the country's progress and regularly takes necessary measures to educate the country's population and gradually improve the social situation of workers in the field of science and education.
Increasing the salaries of scientists, teachers in general education institutions, publishing high-quality textbooks, expanding construction and repair work in schools, as well as providing them with the necessary computer equipment, are among the initiatives of the Government of the Republic of Tajikistan to create favorable conditions for the effective education and upbringing of the younger generation.
Today, we must attach great importance to teachers as specialists, and they must contribute to the requirements of international standards.
It is difficult to achieve the development of a developed economy without expanding the education sector. The education of the new generations of the nation must meet the conditions of independence and national characteristics, and it must be directed towards one goal: serving the people, educating a new human being who is spiritually and morally advanced, has a new worldview, is patriotic, self-aware, and self-aware.
Our youth must keep up with the times, acquire accurate and complete knowledge, develop political acumen and vigilance, foresight and prudence, and patriotism to implement the goals of the Government of the Republic of Tajikistan.
Today, we need to raise the level and quality of education at all levels of education, encourage adolescents and young people to read scientific and literary books in order to acquire modern knowledge, and strengthen their creative abilities.
The holding of the “Dawn of Knowledge” competition is proof of this. With the encouragement and advocacy of us, teachers, libraries should be transformed into centers of science and culture, because books are the product of the intellect and ingenuity of civilized people, the main factor in preserving national culture, and one of the most important means of educating society. They hone the ability to speak and speak, expand the future horizons of a person’s thinking and worldview, and guide him or her to the right path in life.
In this regard, the Government of the Republic of Tajikistan has also accomplished worthy work: many literary books have been published, 38 volumes of the book “Akhtaroni Adab” were printed in a circulation of 190 thousand copies, Bobojon Gafurov’s masterpiece “Tajikon” was published at the expense of the fund of the President of the Republic of Tajikistan and was presented to every family in the country. This is evidence that we must present the cultural diversity of our nation to the world.
We will overcome all the problems and shortcomings only through the intelligent and loyal efforts of our proud people, and we will make our beloved Tajikistan prosperous and developed, raising its prestige and influence in the international arena.
The creative and creative power of the proud Tajik people is capable of ensuring the development and stability of our country and making the lives of every Tajik family better than today. We respect independence as a sacred gift of our life and are always ready to defend it.
In this regard, the Government of the country is constantly taking necessary measures to create new jobs, increase wages, pensions and scholarships, as well as increase the population's income.
In order to further improve the well-being of the country's people and strengthen social protection of the population, from September 1, 2025:
– the official salary of employees of preschool and secondary education institutions will be increased by 30%;
– the official salary of employees of other educational institutions, science, culture, sports, healthcare, social protection institutions, state authorities and administration and other budgetary institutions, as well as scholarships, will be increased by 20%;
– the current salary of employees of law enforcement agencies, military personnel and other employees of these bodies will be increased by 20%;
– the minimum wage for all economic and social sectors was set at 1,000 somoni per month.
At the same time, from September 1, 2025, insurance, labor and social pensions, as well as supplements to them, in accordance with the provisions of Article 51 of the Law of the Republic of Tajikistan “On Insurance and State Pensions” and the size of the basic pension were increased by 10 percent, that is, indexed.
The government of the country pays primary attention to the development of the education sector.
Despite the work carried out in the education sector to date, the Government of the country, the Ministry of Education and Science, and the heads of local executive bodies of state power were instructed to take specific measures, taking into account population growth and the increase in the number of children and adolescents. That is, in the next five years, using all sources of funding and taking into account the set goal of covering 50 percent of preschool children, they should ensure the construction of 800 preschool educational institutions and more than 1,000 general education institutions.
In the next five years, taking into account population growth, the leaders of regions, cities and districts must take the necessary measures to ensure the construction of one preschool institution in every settlement with 100 families.
Today, eight state programs and two long-term strategies are being implemented in the country's education sector, which contribute to the development and advancement of education, the implementation of sector reforms, support for schools and teachers, the creation of new-generation textbooks, and the improvement of educational content.
Also, for this purpose, 11 state investment projects worth 4.6 billion somoni are being implemented in the sector.
During the years of independence, 3,670 new secondary education institutions, 262 preschool institutions, and 35 higher vocational education institutions were built and put into operation in the country.
If in 1991 there were 3,229 secondary education institutions with 1.3 million students in Tajikistan, today there are 4,037 institutions, including 170 lyceums and gymnasiums, that is, educational institutions of a new type.
The total number of the students is more than 2.3 million.
In 1991, there were only 13 higher vocational education institutions with 69 thousand students in the country. Now the number of these institutions has reached 48, and their students have reached more than 214 thousand people. Today, the country has 65 technical vocational lyceums, that is, primary vocational education institutions with 23,500 students and short-term vocational training courses with 12,000 students, as well as 88 secondary vocational education institutions - colleges with 106,000 students. In addition, during the period of independence, more than 117 thousand talented young people from the country have been sent to study at prestigious universities in 42 developed countries of the world.
Today, 42,400 of our young people are studying in 42 developed countries of the world, of which 13,000, or more than 30 percent, are girls. It should be noted that at the higher education level, the issues of the level and quality of education, the professional level of teachers and their use of modern technologies, the introduction of digital technologies in the educational process, the strengthening of the material and technical base, international cooperation, scientific exchange of teachers and students, scientific and research work, and educational measures still need to be strengthened.
In this regard, the Government of the country, the leaders of the Ministry of Education and Science, the National Academy of Sciences, the Academy of Education and higher education institutions should take effective measures on these issues and ensure the stable and sustainable development of higher professional education institutions in the coming years.
It is undeniable that the development of education is inextricably linked with the progress of the science sector.
In 2024, the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, met twice with the country's science and education professionals, comprehensively analyzed and discussed the problems and prospects of the sector, and gave firm instructions and instructions to correct the situation.
Currently, their implementation is continuing in accordance with the approved action plan.
In addition, the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, also instructed the Ministry of Education and Science, Economic Development and Trade, the National Academy of Sciences, the Higher Attestation Commission, sectoral academies and other relevant structures to revise the “State Program for Training High-Level Scientific Personnel for 2021-2030” within two months and submit it to the Government of the country.
In the context of the stable development of international cooperation and the expansion of Tajikistan’s integration with the world community, the demand for specialists with a high level of professionalism and good knowledge of foreign languages, especially Russian and English, is increasing day by day.
Therefore, it is necessary to introduce foreign language learning from the preschool education level.
The Ministry of Education and Science was instructed to take decisive measures to revise educational standards and curricula, introduce new work units for foreign language teachers, develop modern educational materials, effectively use digital technologies, new language learning methods, and improve the professional skills of teachers.
All this is evidence that all the progress and victory of any state and society is ensured by schools, education, science, and knowledge.
There are countries that are not very large, but are very advanced and powerful in economic and technological terms. These countries earn $35 billion in net profit every year just from the sale of ideas, discoveries and inventions that are the product of the minds of their citizens, and they emphasized that the contribution of high school students to this achievement, that is, inventions, is $1 billion.
The buyers of these ideas are mainly the largest companies in the world. At the same time, it should be said that the main reason for the misfortune of every nation and state is the lack of attention to the quality of schools and education, the neglect of raising children from an early age, and the failure to create a favorable environment for education and upbringing.
That is, until the entire society turns to school and the education system, the nation will remain helpless, humiliated, and its people will remain prone to all kinds of serious and unpredictable crimes.
From this perspective, it can be concluded that the quality of the state depends not on the number of the population, but on the quality of the population.
Therefore, the initiative in this direction should be fully in the hands of the state.
That is why, from the first days of his leadership, the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, the Honorable Emomali Rahmon, has been paying constant and primary attention to the issue of science and education, and this forces us - teachers - to pay serious attention to our contribution to the education and upbringing of the younger generation, in whose hands the future of the nation is in their hands. Yes, the foundation of economic development is the expansion of the education sector.
